This series contains the Secretaries general correspondence from 1969 to 1974 maintained by the Office of the Secretary, Dept. of Health and Rehabilitative Services Secretaries. The Secretaries during that period were James A. Bax (1969-1971); Emmett S. Roberts (1971-1974); and Oliver J. Keller (1974). The bulk of the correspondence is in regard to James A. Bax. The records document the activities and actions of the Secretaries relating to the Department, its Divisions, and some programs of the Office of the Governor.
